Menyongsong Masa Depan BMT

Melihat problematikan bangsa Indonesia saat ini, pendekatan pergerakan perlu digunakan untuk menggantikan pendekatan programatik yang selama ini di pakai. Karena bangsa Indonesia didirikan dengan semangat gerakan, dimana setiap individu memiliki tanggung jawab yang sama dalam mewujudkan tujuan bersama.

Perubahan yang terjadi begitu cepat. Dibutuhkan pengetahuan dan wawasan dalam perubahan merespon tersebut. “Wawasan kita hanya dapat membaca masa lalu. Padahal yang kita butuhkan saat ini adalah yang mampu melihat ke depan”, ungkap Anies Baswedan.

BMT harus menggunakan pendekatan gerakan ini. Apalagi pegiat BMT memiliki modal penting yaitu amanah. Dalam menjelaskan keterkaitan tentang amanah dengan kebangkitan, Anis mengutip temuan Angus Madison tentang perkembangan makroekonomi dunia dari tahun 1 hingga 2007. Disebutkan bahwa asia hingga abad 17 memiliki peran yang signifikan terhadap pertumbuhan dunia secara agregatif. Hingga pada akhirnya peran tersebut menyusut ketika terjadi revolusi industri.

Optimisme terhadap kebangkitan Indonesia sudah diprediksi oleh banyak pihak. “Dan dalam merespon problematika ini, kita dihadapkan pada pilihan. Apakah kita akan menjadi pemimpin atau hanya sebagai penonton” Anies manambahkan.

Data dari World Competitiveness Report 2011-2012, menurut Anies menunjukkan bahwa Indonesia mengalami permasalahan dalam hal integritas. Karena, saat ini integritas adalah modal penting untuk menjadi seorang pemimpin maupun sebagai individu yang mampu bereran di dunia internasional. “ Bukan bahasa Inggris”,  Anies menambahkan. Di masa yang akan datang, prestasi tidak akan menjadi acuan.

Berbeda dengan Anies, Parni Hadi wartawan senior Republika menjelaskan bahwa komunikasi profetik juga bagian penting dalam menciptakan pemimpin. Hal inilah yang dilakukan oleh para pendiri Republika yang kemudian melahirkan Dompet Dhuafa. Dan dari Dompet Dhuafa inilah kemudian lahir BMT di banyak tempat, tersebar di Indonesia.

Untuk mewujudkannya, saat ini Parni Hadi didukung oleh Dompet Dhuafa akan menyusun modul dan silabus untuk pengembangan kurikulum Komunikasi dan Jurnalisme Profotik ini.

Baik yang disampaikan Anies maupun Parni Hadi menjadi penting untuk diperhatikan pegiat BMT.

THE ROLE OF ISLAMIC MICROFINANCE IN INDONESIA

Ladies and gentlemen, brothers and sisters in Islam blessed by Allah.

I feel very happy that today we can meet here in the Developing Eight forum, a forum where I can meet with Islamic economy fighters and humanitarian warriors who want a better future of humanity, a more just social landscape, a fair and humane mankind.

In this occasion I would like to thank the work team or forum committee for having given me an opportunity to present a more practical study on Islamic Microfinance in Indonesia. As a practitioner of Islamic microfinance, I have taken part in it for nearly 20 years. Why did I choose to take part in Islamic microfinance?

It is may be very personal. Maybe because when starting my own business, I was also part of the micro entrepreneurs. Every day after the class of my college, with IDR 90,000 (USD 25), I struggled with flour: kneading, boiling, drying and frying crackers to then be sold in Angkringan (a sidewalk stall serving snacks and other cheap foods for students in Yogyakarta) and in the school canteens. This experience makes me know very well the difficulty of micro-entrepreneurs in accessing the source of funds from financial institutions because there was no supply at all from such institutions at the time.

Basically, the reason for the establishment of Baitul Maal wat Tamwil (BMT), that grows as a microfinance institution since the early 90’s, is in response to the state of society and the spirit of its era. It is a state in which poverty and squalor were everywhere and social disparity between conglomerates and micro and small entrepreneurs who were by the new order regime termed as Pengusaha Golongan Ekonomi Lemah/ the weak economy entrepreneurs  was wide. On one hand, the conglomerates got a very great privilege from government. On the other hand, small and micro entrepreneurs were barely glanced at by the government and no financial institution wanted to reach them and so they became a lucrative target of loan sharks, illegal banks, individual moneylenders or as such.

The socio-economic condition itself, at that time, was really pathetic, because many traders and moneylenders trapped people for many reasons, among others: first, the consumptive/wasteful lifestyle or attitude of the people as a result of having no wealth management; second, the absence of a culture of saving; third, the absence of institutions that would finance micro-businesses.

In connection with the use of sharia system and the implementation and internalization of sharia values, it was ​​born because of the spirit of the era. The spirit to apply sharia mushroomed on college campuses and with the approval of the establishment of the Bank Muammalat as a Sharia-based bank in Indonesia,

In order to make our discussion clear, it is necessary that we know the institutions that organize activities in micro-finance in Indonesia.

Broadly, Microfinance Institutions / MFIs in Indonesia are divided into two: banking and non banking institutions. Banks are regulated by the Central Bank, Bank Indonesia (BI). Non-bank institutions are divided into two, namely formal and informal institutions. The formal institutions consist of  pawnshops and venture capital (in the regulation of the Ministry of Finance) and an institution licensed and regulated and supervised by the local Regents to assist their citizens’ activities, that is LDKP and the cooperatives (in the regulation of the Ministry of Cooperative) and BMT’s as part of cooperatives institution. On the other hand, there are some non-formal institutions existing such as community-based participation and self-reliance NGOs.

As we all know that BMT has two main functions: the first, as a Maal management institution that manages funds derived from Zakat, Infaq, Sadaqah and Waqaf (Baitul Maal) and the second, as the manager of public funds for business-oriented purpose (Baitut-tamweel). For the first function, BMT collects zakat, infaq, and shodaqoh to help the poor. As for the second function, BMT collects funds from members’ deposits and provides the linkage program funds from Islamic banking to be channeled in the form of financing for micro and small enterprises that are almost impossible to access banking. The two functions that can work together is something that becomes a uniqueness of BMT which combines the functions of social and business functions in one institution.

Why BMT Adopt the costomer visit officer Method?

The BMT Customers, in general, do not have a culture of saving and know-how of the good financial planning. The visit to customers’ business location is, therefore, to educate them to have the culture while picking up the money.

The BMT Customers are the owners of the business and at the same time they act as salesperson, production manager, finance manager, marketing manager and administration manager.  If the leave their business or store and go to the bank or financial institution office, the will lose the opportunity get a lot of money from their business.

The BMT’s Customers are under-bankable or un-bankable category, so they need some flexibility and “special” financial service treatment which normally deny their access to mainstream banking services.

It has been a common belief among us that poor people can not save, and this myth indirectly poisons the minds of the micro entrepreneurs. Therefore, when we go to them to invite them to save, and they can finally hold a savingbook, no matter how small the amount of their saving balance is (beginning balance of IDR 50,000 = USD 6), their blocks of being a poor man collapses because they now already have a saving, a symbol of the rich that they can finally get. For three months, we will study and monitor the pattern of their saving, business capacity, character, and other related aspects to assess them before they get financing services.

In relation to financial planning of BMT saving product, it is tailored to the needs of members so that they can manage large expenditures such as for a wedding party, circumcision ceremony, hajj pilgrimage etc. By having the saving, the members also have the power to face unexpected expenditures such as for illness, death or disaster. Their readiness towards such conditions may prevent them from borrowing to loan sharks.

Small steps performed by BMT’s employees have proved a success. BMT grows into a microfinance institution funded largely by the savings of its members. Based on the achievement data of BMT collected from 150 BMTs, members of the Association of BMT Indonesia until the end of 2010, we can see a magnitude level of saving mobilization of BMT that has reached 2.1 trillion rupiahs with a growth of 33% of previous year. While the development of BMT financing to Members reached 2.2 trillion rupiahs, rising to 38% from previous year. For sectors that are financed, as much as 63% is in the trade sectors; followed by service sectors, 22%; and then Agricultural sectors, 7%; and Industrial sectors, 6%; and consumptive sectors, 2%. And based on this record, the growth of BMT’s asset has increased by 33% from previous year to 2.6 trillion rupiahs.

Alhamdulillah, 150 BMTs have not only shown us as an institution that sustains, but more than that, they have also booked profit.Sustainability Indicator of BMT can be seen from the total number of offices in the Association of BMT Indonesia Network which now has reached 550 branch, with the ability to employ as many as 6832 people, and the total number of members of as many as 866,750 people and recorded the profit of 94.4 billion rupiahs.

The success of BMT in improving the living standard and the volume of business of its members can be seen from the increase in their financial performance and growth rate of financing. As can be seen on some of existing member profiles on the handout,

As part of the efforts to continuous improvement, one of the very serious efforts we are doing is to improve the success indicators which previously were financial indicators and outreach and previously we formulate new success indicators, that is: a Maqasid syar’i based indicators, a welfare of family members, which includes the measurement of increased spirituality; education, social life; health and increased financial capabilities. This more comprehensive measurement is expected to seriously improve BMT’s performance by increasing the ability of micro-entrepreneurs to increase their income and help themselves and their families from poverty circles.

In conclusion, BMT is a financial institution that encourages people to save. BMT has managed to ward off such myths: (1) small business community especially micro enterprises (MSEs) can not save; (2) financing them is greatly risky, (3) micro-financing is always expensive, (4) microfinance business is more socially-oriented and not profitable. BMT has the vision, mission and a clear measure of success.

Certainly, we do all this because of the belief that all measures that we do using sharia finance can lead us to Falah, that is: victory, success, and true happiness worldly and afterlife. Hopefully this simple presentation can be beneficial for me and for you all the participants of  working group and hopefully we can truly become strong strengthening building, solid and established and that God always eases our steps, ameen. PELATIHAN KESEHATAN BMT & AKAD-AKAD SYARIAH SE-KORWIL JAWABARAT

Keberadaan Lembaga Keuangan Mikro Syari’ah BMT saat ini menjadi salah satu infrastruktur penting yang turut membantu dalam meningkatkan perekonomian masyarakat khususnya para Usaha Kecil Mikro (UKM) di Jawa Barat. Diantara aktivitas BMT adalah melakukan intermediasi keuangan mikro yakni dengan penghimpunan dana simpanan dari masyarakat, pemberian pembiayaan usaha dengan pola bagi hasil dan pola lainnya yang sesuai dengan Syari’ah, serta menjadi jembatan bagi Muzakki (pemberi Zakat/ Aghniya) dengan para Mustahiq (penerima Zakat). Sedangkan salah satu faktor penting dalam pengelolaan BMT adalah peningkatan kualitas Sumber Daya Insani (SDI), dimana faktor ini cukup dominan dalam menjaga keberlanjutan dan perkembangan BMT. Dengan semakin tingginya tingkat kepercayaan ummat terhadap keberadaan BMT, maka semakin besar pula tantangan yang harus dijawab dalam menjaga amanah ummat agar BMT tetap memberikan pelayanan dengan AMANAH, PROFESIONAL, PRODUKTIF, DAN SESUAI SYARI’AH.

Oleh karena itu, BMT Center Korwil Jawa Barat bekerjasama dengan Absindo Jabar mengadakan pelatihan bersama tentang Kesehatan BMT dan Bedah Akad-Akad Syariah, adapun pemateri yang dihadirkan adalah para tokoh dan pegiat syariah masa-masa awal seperti:

  1. Bpk. Nurman Ernanta Ghani pemateri Kesehatan BMT (beliau adalah pengajar akuntansi syariah pertama di Indonesia).
  2. Bpk. Hasbi Mauriza Hasyim pemateri bedah akad-akad syariah (beliau adalah Direktur Bank Syariah pertama di Indonesia)

Adapun maksud dan tunjuan diadakannya pelatihan adalah sebagai berikut:

1.  PELATIHAN DASAR

  1. Menanamkan sikap mental para pengelola BMT sehingga dapat istiqomah/ konsisten dalam mengamalkan perekonomian/ muamalah yang sesuai dengan Syari’at Islam di lembaga BMT/ LKMS.
  2. Memberikan wawasan Pengetahuan tentang dasar-dasar operasional BMT/ KJKS khususnya tentang : Organisasi BMT, Prinsip dan produk Syari’ah BMT, Manajemen Pembiayaan, laporan keuangan BMT, Perhitungan Bagihasil Simpanan & Pembiayaan, Baitul Maal, dan Analisa Lap. Keuangan.
  3. Memberikan Ketrampilan kepada para pengelola BMT khususnya yang baru mengenal BMT maupun yang belum pernah mengikuti pelatihan dasar untuk dapat menyusun langkah yang tepat dalam operasional BMT.
  4. Standar Kompetensi :

–          Memahami prinsip dasar Baitul Maal dan Baitut Tamwil serta organisasinya,

–          Mampu menjelaskan perbedaan Sistem Ekonomi Syari’ah & sistem ekonomi konvensional,

–          Memahami Produk syari’ah BMT,

–          Mampu menghitung bagi hasil simpanan dan bagihasil pembiayaan.

2.  PELATIHAN LANJUTAN/ UP GRADING

a        Menanamkan sikap mental para pengelola BMT sehingga dapat istiqomah/ konsisten dalam mengamalkan perekonomian/ muamalah yang sesuai dengan Syari’at Islam di lembaga BMT/ LKMS.

b        Memberikan Refresh/ Penyegaran dan penambahan wawasan Pengetahuan tentang operasional BMT/ LKMS khususnya tentang : Analisa Kesehatan (Manajemen keuangan BMT) dan  Aplikasi Akad Syari’ah.

c         Menciptakan jaringan komunikasi antar pengelola BMT di Jawa-Barat guna terjalinnya transformasi segala bentuk aktivitas dan perkembangan BMT.

  1. Standar Kompetensi :

–          Memahami prinsip Rasio Kesehatan BMT dan perencanaan Keuangan BMT yang baik.

–          Mampu mengimplementasikan produk-produk sesuai Akad Syari’ah.

UUS BTN kucurkan kredit Rp20 miliar ke BMT Ventura

JAKARTA: Unit Usaha Syariah PT Bank Tabungan Negara Tbk kucurkan  fasilitas kredit modal kerja kepada PT Permodalan BMT Ventura sebesar Rp20 miliar untuk pengembangan usaha mikro kecil dan menengah (UMKM).

Direktur Housing and Commercial Banking BTN Purwadi mengatakan kerjasama fasilitas kredit tersebut merupakan tindak lanjut atas komitmen nya untuk mendukung UMKM.

“Kami telah bekerjasama dengan BMT Ventura sejak lima tahun lalu,” katanya hari ini.

Dia menjelaskan kredit tersebut  memakai fasilitas akad mudharabah  dan Permodalan BMT Ventura akan menjadi koordinator dalam pendistribusian kredit modal kerja tersebut.

Dia mengatakan BTN Syariah telah memberikan kontribusi yang baik bagi perusahaan induknya. “Meski masih berstatus unit usaha, BTN Syariah memiliki peluang bisnis yang cukup besar untuk mendukung induk usaha,” katanya.

Dia mengharapkan BTN Syariah dapat mendukung kredit non perumahan yang menjadi target induk usaha.

Belum lama ini,BTN telah menyalurkan kredit modal kerja UMKM kepada PT Permodalan Nasional Madani (Persero) sebesar Rp100 miliar.(mmh)

Nakhoda baru BMT Center 2010-2015

Selamat atas terpilihnya Bpk Joelarso sebagai Ketua Umum BMT Center yang baru masa bakti 2010 – 2015 semoga BMT Center mampu menjawab tantangan masa depan sebagaimana tema MUNAS 2 kali ini “Menyongsong BMT 2020”. Munas ke 2 Perhimpunan Baitul Maal wat Tamwil Indonesia atau yang sering disebut dengan BMT Center digelar di Park Hotel, sebuah hotel bintang 3 yang berlokasi di Jl. DI. Panjaitan Kav 5 Cawang, Jakarta Timur.

Salah satu tujuan diadakannya Munas adalah memilih kepengurusan  BMT Center yang baru, sebelum pemilihan dimulai sudah berkembang jauh-jauh hari beberapa nama yang layak untuk diunggulkan diantaranya: Ibu Mursida Rambe (beliau pengurus BMT Beringharjo) , ada Pak Joelarso (pengusaha asal Solo/pengurus BMT Alfadinar) , ada juga Pak Ahmad Sumiyanto (Ketua BMT Center periode 2005-2010), ada nama pak Saat Suharto (CEO PT. Permodalan BMT) dan masih banyak yang lain.

Mengikuti pemilihan Munas 2 BMT Center kayak seperti mengikuti Pemilu / Pemilukada di negeri ini, bahkan lebih unik karena diikuti oleh peserta laki-laki yang mayoritas berjenggot (padahal tidak ada syarat klo anggota Munas harus berjenggot lho?) disamping berjalan sangat demokratis, juga banyak dibumbuhi oleh joge-joge humor ala gusdur (padahal bukan gusdurian lho…) keunikan – keunikan itulah yg membuat forum cair dan tidak tegang. Ketegangan agak muncul ketika  utusan  BMT daerah memberikan suara mengajukan calonnya masing-masing tapi seketika itupula ada peserta yang nyeleneh dan membuat gerrrhhh…. suasana forum,   sampai akhirnya acara bisa berjalan lancar dan sukses tanpa gangguan apapun dan tanpa adanya money politic atau tekanan dari pihak luar, adapun hasil pemilihannya sebagai berikut: pak Jularso mendapatkan suara terbanyak yaitu 73 suara, disusul  ibu Mursida Rambe 9 suara, pak Saat Suharto mendapatkan 2 suara,  dan terakhir pak Ahmad Sumiyanto dan pak Rusdiyono berbagi sama-sama mendapatkan 1 suara. Alhasil Munas 2 ini meremomendasikan beberapa nama yang nantinya diberi amanah untuk mengurusi BMT Center 5 tahun kedepan. Seluruh  anggota BMT Center dan karyawan PT.Permodalan BMT , mengucapkan selamat kepada bapak Joelarso, semoga mampu mengemban amanah ini menjadi lebih baik dari tahun-tahun sebelumnya, amien.

UUS BTN kucurkan kredit Rp20 miliar ke BMT Ventura

JAKARTA: Unit Usaha Syariah PT Bank Tabungan Negara Tbk kucurkan  fasilitas kredit modal kerja kepada PT Permodalan BMT Ventura sebesar Rp20 miliar untuk pengembangan usaha mikro kecil dan menengah (UMKM).

Direktur Housing and Commercial Banking BTN Purwadi mengatakan kerjasama fasilitas kredit tersebut merupakan tindak lanjut atas komitmen nya untuk mendukung UMKM.

“Kami telah bekerjasama dengan BMT Ventura sejak lima tahun lalu,” katanya hari ini.

Dia menjelaskan kredit tersebut  memakai fasilitas akad mudharabah  dan Permodalan BMT Ventura akan menjadi koordinator dalam pendistribusian kredit modal kerja tersebut.

Dia mengatakan BTN Syariah telah memberikan kontribusi yang baik bagi perusahaan induknya. “Meski masih berstatus unit usaha, BTN Syariah memiliki peluang bisnis yang cukup besar untuk mendukung induk usaha,” katanya.

Dia mengharapkan BTN Syariah dapat mendukung kredit non perumahan yang menjadi target induk usaha.

Belum lama ini,BTN telah menyalurkan kredit modal kerja UMKM kepada PT Permodalan Nasional Madani (Persero) sebesar Rp100 miliar.(mmh)

Pertumbuhan BMT Bakal Catat Rekor

PERTUMBUHAN Baitul Maal Wat Tamwiil (BMT) sepanjang 2010 diproyeksikan bisa tercapai 30-40%. Selain itu,jumlah pemain di industri keuangan syariah mikro ini dipastikan bisa dicapai hingga kisaran 4.000 BMT.Direktur Eksekutif Pusat Inkubasi Usaha Kecil (Pinbuk) Aslihan Burhan mengungkap kan, terdapat sejumlah faktor dibalik optimisme pertumbuhan BMT di dalam negeri. “Jumlah usaha mikro yang membutuhkan pembiayaan dari lembaga keuangan sekelas BMT kami perkirakan bakal meningkat lebih tinggi lagi,”ujar Aslihan. Permodalan BMT Gandakan Aset

pedagangpasarJAKARTA — Permodalan BMT akan memperluas jangkauannya di 2010 demi mencapai target. BMT ini menargetkan untuk mememiliki aset Rp 50 miliar-Rp 60 miliar pada tahun ini.

Chief Executive Officer Permodalan BMT, Saat Suharto, mengatakan dalam rancangan business plan yang sedang disusun, pada 2010 pihaknya menargetkan peningkatan aset dua kali lipat dari 2009.

”Pada 2010, nilai aset perusahaan kami targetkan menjadi Rp 50 miliar-Rp 60 miliar dan laba Rp 1,3 miliar,” kata Saat kepada Republika, pekan lalu.

Untuk dapat mencapai target peningkatan aset dan laba perusahaan, tambahnya, maka diperlukan pula peningkatan nilai pembiayaan. Di 2010 Saat mengungkapkan target pembiayaan setidaknya harus mencapai Rp 138 miliar. Hingga November 2009, Permodalan BMT memiliki aset Rp 27,4 miliar dengan perolehan laba Rp 700 juta.

Dalam upayanya menggenjot nilai pembiayaan, ujar Saat, secara ekspansif Permodalan BMT akan melakukan pembiayaan ke sektor mikro melalui BMT. Untuk mencapai hal itu pihaknya pun akan mulai membuka pasar-pasar pembiayaan baru.

”Jika pada tahun-tahun sebelumnya customer kami terpusat di daerah Jawa Tengah dan Yogyakarta, maka pada 2010 kami akan lebih banyak hadir di Jakarta, Jawa Barat, dan Jawa Timur,” tutur Saat.

Strategi ini, lanjutnya, juga berarti mendorong BMT Center sebagai asosiasi BMT-BMT dapat melakukan ekspansi keanggotaan di wilayah-wilayah tersebut, karena Permodalan BMT hanya memberikan pembiayaan kepada BMT yang telah tergabung dalam BMT Center.

Terkait dengan keanggotaan BMT Center, ungkap Saat, di 2009 ada dua anggota yang dikeluarkan karena tidak memenuhi standar performa anggota. Namun pada tahun yang sama, bertambah pula delapan anggota baru. Dengan demikian jumlah anggota BMT Center di 2009 menjadi 144 unit, bertambah dari 138 unit di tahun 2008.

”Pada 2010 ada sekitar 30 BMT yang sedang menunggu proses menjadi anggota,” kata Saat.

Menurut Saat, 2010 masih menjadi tahun yang baik bagi lembaga keuangan mikro syariah untuk berkembang. Hal tersebut didukung oleh adanya beberapa bank-bank yang sudah ada maupun bank baru konvensional dan syariah yang akan masuk di sektor mikro. Mereka menawarkan angka pembiayaan di atas Rp 50 juta rupiah per outstanding, terutama dengan model pembiayaan konsumer.

”Namun hal ini perlu di jaga agar tidak menjadi over flow kebutuhan, sehingga memancing persaingan yang tidak mengindahkan unsur kehati-hatian,” papar Saat.

Sedangkan untuk pembiayaan pada angka di bawah Rp 50 juta, tambahnya, aksesibilitas masih akan menjadi isu. Pihaknya pun berharap, terjadi sinergi linkage antara perbankan dengan Permodalan BMT untuk memperbesar portofolio pembiayaan kepada pengusaha mikro untuk outstanding di bawah 20 juta.

Akan tetapi terdapat beberapa ancaman terutama dari maraknya lembaga-lembaga baru yang bergerak pada keuangan mikro yang kadangkala beroperasi dengan tidak menggunakan prinsip tata kelola yang baik (Good Corporate Governance atau GCG), oleh karena itu kami perlu mengingatkan kepada regulator (pemerintah) untuk membatasi badan hukum yang baru dan meningkatkan pengawasan.
